Remove unnecessary ".Link" usages (#29909)

In HTML, `?key=val` already means "use the current link with new query parameters"

Conflicts:
	templates/repo/issue/filter_list.tmpl
	templates/shared/issuelist.tmpl
	trivial context conflict because the lines in Forgejo have rel=nofollow
